James I. (Jim) Newsome, III
President and CEO

Mr. Newsome became President & CEO of the South Carolina Ports Authority (SCPA) on September 1, 2009 and is only the fifth leader in the history of the organization. He was previously President of Hapag-Lloyd (America), Inc., which is part of the world’s fifth-largest ocean shipping company.

Prior to joining Hapag-Lloyd in 1997, Mr. Newsome was with Nedlloyd Lines from 1987 to 1997. He was Executive Vice President of the Americas for Nedlloyd Lines and President of Nedlloyd Lines (USA) Corporation based in Atlanta. In this capacity, he was the first non-Dutch member of the Executive Committee of Nedlloyd Lines and was responsible for North and Latin America and the Transatlantic trade. He held other senior management positions within that company. Before that, Mr. Newsome spent 10 years with Strachan Shipping Company, where he was President of their Hoegh Lines Agencies subsidiary in Jersey City, NJ. He held other positions in Houston, Texas and New York City, with Strachan.

A Savannah native, Mr. Newsome received a bachelor’s degree in Transportation and Logistics in 1976 and an MBA in Transportation and Logistics in 1977 from the University of Tennessee in Knoxville.

Paul G. McClintock
Senior Vice President, Sales & Marketing
Mr. McClintock is Senior Vice President of Sales & Marketing for the South Carolina Ports Authority (SCPA). His areas of responsibility include all sales and marketing efforts for Charleston and Georgetown, as well as break bulk and bulk development functions. Mr. McClintock has 34 years of experience in maritime and general supply chain logistics. He has held executive positions in sales and operations management.

He previously served as Vice President North America Sales for MOL (America) Inc., a wholly owned subsidiary of Mitsui O.S.K. Lines, Ltd. (MOL), one of the world’s largest multi-modal shipping companies. Mr. McClintock earned a bachelor’s degree in marketing from the University of Scranton. He joined the SCPA in May, 2009.

 

Barbara L. Melvin
Senior Vice President, Operations and Terminals

As Senior Vice President, Operations and Terminals, Ms. Melvin oversees terminal operations, carrier sales,  information technology and support services, crane and equipment maintenance, engineering, environmental, Port Police and cruise operations.  Ms. Melvin also serves as the SCPA’s lead staff person on the Charleston Harbor Post 45 Project and the Jasper Ocean Terminal Project.

Prior to this role, Ms. Melvin was Senior Vice President, External Affairs. She was responsible for all aspects of communication with the public, including public relations, government relations, community giving, education and environmental programs.

Also within the Port, Ms. Melvin served as Vice President, Government Relations, responsible for lobbying local, state and federal public officials on the Authority’s behalf. Before joining the Port in 1998, she served as Director of Government Relations for the Charleston Metro Chamber of Commerce and as a policy analyst for the Georgia Governor’s Office of Planning and Budget.

Ms. Melvin is a Riley Institute Diversity Leadership graduate; a member of the South Carolina Advisory Council of the United States Global Leadership Coalition; serves on the Executive Committee of the South Carolina Chamber of Commerce as Immediate Past Chair; Business Advocacy Committee of the Charleston Metro Chamber of Commerce; the Ports Caucus Advisory Board for the United States Congress; and is also a Liberty Fellow. She is a member of the Board of Charleston Wine+Food Festival and a Community Advisor for the Junior League.  She formerly served on the board for Communities in Schools and the South Carolina Maritime Foundation.

Ms. Melvin was awarded the Charleston Women in International Trade (CWIT) 2014 Woman of the Year, The Propeller Club of Charleston and South East Region Maritime Person of the Year, the National Transportation Week Leader of the Year, and Columbia South Carolina’s 2014 Top Women of Influence Awards. She received a bachelor’s degree in political science from Georgia Southern University with a minor in international relations.

Robert R. Mozdean
Senior Vice President, Human Resources

Mr. Mozdean is Senior Vice President, Human Resources, and is responsible for compensation, benefits, labor and employee relations. Prior to joining SCPA, Mr. Mozdean held numerous senior level Human Resource positions.

Most recently, Mr. Mozdean served as Head of Human Resources – Americas with Hapag Lloyd, where he was responsible for all HR accountabilities including strategic planning, policy and organizational development, training, compensation, benefits, labor and employee relations.

From 2005 to 2013, Mr. Mozdean served as Global Head of Human Resources & Office Administration with Overseas Shipholding Group, where he completely transformed the HR function by instituting new HR processes, and led the year-long cultural change moving the organization from a highly centralized to an independent and autonomous Business Unit model.

From 1998 to 2005, Mr. Mozdean served as Vice President of Human Resources and Legal Affairs at Dannon Company, where he was responsible for the Legal function and all Human Resource activity in the United States.

From 1980 to 1998, he held numerous management positions with Seagram Spirit and Wine Group, most recently as Vice President of Human Resource Planning, Development and Compensation.

Mr. Mozdean holds a Juris Doctor from Pace University (New York), a Masters of Business Administration from St. John’s University (New York) and a Bachelor of Arts degree from Queens College.

Stanley R. Van Ostran
Senior Vice President, Finance & Administration

Mr. Van Ostran joined the Authority in 2017 as the Chief Financial Officer. He earned a Juris Doctorate from the University of Tulsa – College of Law and a degree in Business Administration and Computer Programming from Missouri Southern State University. Mr. Van Ostran is an Attorney, Certified Public Accountant, Certified Internal Auditor, Chartered Global Management Accountant, Certified Financial Services Auditor and Certified Fraud Examiner and holds a Certificate in Risk Management Assurance. He is also an Accredited Airport Executive and International Airport Professional. Mr. Van Ostran is a member of the American Bar Association, American Institute of Certified Public Accountants and the Institute of Internal Auditors.

Mr. Van Ostran was Chief Financial Officer for the Metropolitan Nashville Airport Authority from 2008 – 2017. He was named CFO of the Year in 2012 by the Nashville Business Journal and Finance Professional of the Year in 2016 by Airports Council International. Mr. Van Ostran previously served in several management roles for the State of Oklahoma, including Comptroller of the Oklahoma Lottery Commission; Administrator and Chief Financial Officer for the Oklahoma Capitol Improvement Authority, responsible for bond financing of capital improvements for the State of Oklahoma; and Chief Financial Officer for the Oklahoma Department of Central Services, administering the statewide programs for purchasing, property, risk and fleet management. Mr. Van Ostran also served as in-house counsel for National American Insurance Company and senior auditor for McDonnell Douglas Corporation.

As the Senior Vice President for Finance and Administration, Mr. Van Ostran is responsible for the financial, procurement, risk management, real estate and administrative activities of the Authority.

Jordi Yarborough
Senior Vice President, External Affairs

Jordi Yarborough, Senior Vice President of External Affairs, joined the SCPA in 2017. She is responsible for oversight of public and media relations, government affairs, website and digital efforts, and community outreach.

Ms. Yarborough has nearly 20 years of experience in the Government Relations field, lobbying and managing lobbyists on both the state and multi-state levels. From 1998 until 2005, she served as Director of Government Relations for Roper St. Francis Healthcare, where she managed all legislative and regulatory communications. From 2005 until 2011, she was a partner with The Yarborough Group, directing clients with legislative activity in Maryland, Virginia, South Carolina, Mississippi and Oklahoma. Most recently Yarborough managed all government relations activities throughout the Southeast region on behalf of Check Into Cash, Inc., one of the largest consumer finance companies in the United States.

Ms. Yarborough holds a bachelor’s degree in Human Ecology from the University of Tennessee.
